Maria Coutant Skinner, LCSWExecutive Director

Maria Coutant Skinner, LCSW

Maria has been serving the community with the McCall Center since 1997. As part of the prevention team, she developed a parent education program that has been replicated in multiple communities throughout the state. Maria was a member of the CT design team for the current Triple P parenting education program through the CT Department of Children and Families. Maria worked with children, adolescents and families to increase their capacity to cope with challenging life situations and make positive life changes. She facilitated programs at the community level through coalitions of key stakeholders to address issues such as underage drinking and substance abuse.

Maria earned her Bachelor’s degree in psychology from Springfield College and a Master's degree in social work at UCONN. Originally from Torrington, she is deeply committed to Litchfield County and serves as a co-chair on The Litchfield County Opiate Task Force, a member of the Torrington/Winsted Rotary Club, member of the Board of Corporators of the Charlotte Hungerford Hospital, a volunteer and board member with the Winchester Youth Service Bureau and a volunteer for the Canton Youth Service Bureau and the United Way. Maria became the agency's Executive Director in December of 2013.  


Dr. Nirmal B. Kathuria, MDMedical Director, Staff Psychiatrist

Dr. Nirmal B. Kathuria, MD

Dr, Kathuria is our staff psychiatrist and provides psychiatric evaluations, medication management and clinical supervision of the McCall team. She studied at Lady Hardinge Medical College New Delhi, India and received training at Fairfield Hills Hospital; Newtown, CT, Stamford Hospital, Yale New Haven Hospital. She specializes in substance abuse, mental health and co-occurring disorders. Previously, she was the medical director of outpatient services at Charlotte Hungerford Hospital in Torrington, CT. She also served as Chief of Psychiatry at Westmore Regional Hospital in Greensburg, PA.


Dean Sheehan, MSDirector of Operations

Dean Sheehan, MS

Dean keeps the organization running smoothly overseeing everything from computer systems to special events. He has worked at McCall for 21 years, serving as administrative assistant to the executive director before taking his current position. Dean worked as a librarian at the New York Public Library for fifteen years prior to moving to the northwest corner of Connecticut. He earned a B.A. at the State University of New York at Geneseo and his masters degree at Columbia University.

Nina Russell, BSDirector of Finance

Nina Russell, BS

Our numbers guru, Nina manages the overall financial affairs of the organization. She also handles multi-fund budgets to both Federal and State agencies. With a Bachelor of Science in Finance from Central Connecticut State University, Nina has nearly 20 years of financial experience. She has been a lifelong resident in Northwest Connecticut and is committed to the McCall Center’s financial stability and its philosophy to serving clients first.

Albert Stokes, LADCDirector of Quality Assurance

Albert Stokes, LADC

Working in the field of substance abuse and mental health for 25 years, Al's focus at McCall is quality assurance. Generally behind the scenes, he is a stickler for detail and documentation. He ensures the agency is in compliance with all contractual obligations and state/federal/DMHAS licensing regulations and requirements. Albert is McCall’s PREA coordinator and is available to clients via phone and email to discuss this process.

Raymond DonahueFacilities Manager

Raymond Donahue

A member of the McCall team for more than a decade, Ray knows every nook and cranny on the McCall Center campuses. He oversees the maintenance, housekeeping and grounds work ensuring that all of the McCall locations have a pleasant and welcoming environment.

Stacie Cull, LCSWDirector of Outpatient Services

Stacie Cull, LCSW

Stacie has been on the front lines of social work for nearly 20 years. She has worked as a counselor of domestic violence survivors, provided treatment in outpatient and intensive outpatient substance abuse programs and provided trauma-informed and gender-specific treatment to substance abusing women. She has also provided services to domestic violence offenders for the Hartford, New Britain, Bristol and Meriden courts.  Stacie was a presenter at the Melanie Ilene Rieger Memorial Conference and served as member of a ten-person team assembled by DMHAS to address the needs of veterans with domestic violence issues in Connecticut.  She has served on a task force gathered by the Connecticut Coalition Against Domestic Violence to develop a strategic plan for intimate partner violence prevention in the state of Connecticut. Stacie earned her masters degree at Fordham University.

Glenn Ryan, CACDirector of Special Services

Glenn Ryan, CAC

A Certified Addictions Counselor and Co-Occurring Disorders Professional (CCDP), Glenn has been a part of the McCall family for more than 20 years. He leads McCall Special Services including, veteran’s services, senior services and regional case management. With strong relationships throughout the community, he is also involved in homeless and community outreach. Glenn has a Bachelor’s Degree from Charter Oak State College with a concentration in Human Services and Applied Behavior.


Melissa Gray, SCCD, CACProgram Director McCall House & Hotchkiss House

Melissa Gray, SCCD, CAC

Melissa’s heart belongs to McCall,  She began as a student intern in our Carnes Weeks Center in 1993.  She was such a great fit that she was hired as substance abuse technician and eventually was promoted to counselor.  Melissa’s ability to connect with clients is unmatched.  Clients are immediately at ease when with Melissa and know that she is a person to be trusted. Melissa is a native Spanish speaker and can joke with staff and clients in two languages. In 2007, Melissa took over as program director at McCall House and in 2008 when Hotchkiss House opened, she was the perfect choice to take the lead there as well. Melissa also provides case management and direction to our Migeon House recovery home program.  She is a Certified Addiction Counselor, holds a Specialty Certificate of Competency in Co-Occurring Disorders.


Sara OsborneDirector of Prevention Services

Sara Osborne

Sara is a northwest Connecticut native and has provided a variety of services to the communities through her work at McCall. In her time with the agency, she has worked as an early childhood mental health consultant, adolescent group and prevention program facilitator, and adult outpatient counselor. As the Director of Prevention Services, Sara coordinates area coalitions, implements evidence and research based prevention services to local youth, and manages the many prevention services offered to community families by McCall. She received her Bachelor’s degree in Psychology from Morningside College in Sioux City, Iowa; and a Master’s degree in Applied Community Psychology from Sacred Heart University.
